Centrally Sponsored/State Plan Schemes
Following programmes under plan scheme are implemented in the State.
(1) Direction and AdministrationThis scheme mainly aims to strengthening the departmental infrastructure at all levels, so as to enhance the capabilities and bring it at par with other department modalities. Under the current trend of general linkage of the department with information technology, it deems vital that the department computerize its important centers with the departmental head quarters as its earliest.
(2) Development of Reservoirs & Rivers
There are 1617 reservoirs covering 0.841 lakh ha. of water area. 64% of the area is comprised of reservoirs of small category.
Small category (1610) 53613 ha. (64%)
Medium category (5) 12066 ha. (14%)
Large category (2) 18435 ha.
(22%)
overall reservoirs productivity is estimated to be about 69 kg/ha.
Small reservoirs have greater potential for production of fish. Depending upon local conditions and efforts productivity ranging from 100 to 500 kg can be attained.
As per state policy reservoir average water area up to 200 ha. have been transferred
to Panchyati Raj bodies for leasing out to the local fishermen cooperatives.
Reservoir beyond 2000 ha. are being managed by Fish Federation, an Apex Body
of the fisheries cooperatives. Only 10 small category reservoir which are retained
in the department for raising brood stock to enhance fish seed production &
training. Above 200 ha. average water area are to be auctioned by the fisheries
department for a five year period at a time.
A network of 3573 km
long rivers viz Mahandi, Indrawati, Hasdeo & Sheonath is available for capture
fishery. Due to uncontrolled and indiscriminate fishing river fish stock is diminishing
day by day and some species are at the verge of extinction hence in order to maintain
sustainable river fishery programme for stocking of quality fish seed in rivers, flowing
through tribal pockets has been taken up on 100 percent department expenditure so as to
facilitate nutritive food security and employment generation.
(3) Fisheries extension
Village ponds are taken to increase per hectare fish productivity. Inland fisheries is an integral component of rural development programme. It caters primarily to the need of socio-economically backward communities of fishermen scheduled tribes and scheduled castes, who constitute the poorest section of the society.Financial assistance to fishermen are as follows:-

Under centrally sponsored scheme on "Fisheries training & extension" assistance for different component will shared on 80:20 between the Government of India & the state.

For organising workshops/seminars/ symposia etc. at the National level, a lump sum amount not exceeding Rs. 1.0 lakh will be provided mainly for the publication of proceedings. The amount for meeting expenditure on the miscellaneous items, etc. shall be determined by this Division with the concurrence of Integrated Finance. For organising workshops/seminars, etc. at the State/UT level, A lump sum amount not exceeding Rs. 50000/- will be provided to each State/UT. Rs. 4.00 lakh per study. |

Production of documentary films on fisheries and aquaculture |
No fixed amount of financial assistance has been approved under this component. It shall be determined separately for each film by the Script Committee on the basis of script as well as rates quoted by different agencies. However, it shall not exceed Rs. 5.0 lakh/film. |

Establishment of Awareness Centres |
Unit cost is Rs. 20 lakh (Rs. 15 lakh for the construction of building and Rs. 5 lakh for equipment glassware, etc). One Awareness Centre comprising museum, library, aquarium and auditorium facilities, etc. will be established in each State/UT. The land and operational cost would be met by the respective States/UTs. |

Activities of Fisheries Division at Head Quarters |
Overhead expenditure at Headquarters in the Department of Animal Husbandry & Dairying (Fisheries Division) for strengthening the training & extension skills of personnel and upgrading the reference material including audio-visual aids. In addition this will include committed liabilities like international conferences/seminars/symposia etc. |
(4) Education and Training
For a huge population education in a formal method is a difficult task. So introduction of informal education through distant learing can go a long way. Educating the rural youth training is imparted to the fishermen of all categories for the duration of 15 days and 10 days by the departmental and FFDAs respectively on the latest fish culture practices, fish catching, net weaving and repairing and boat sailing etc. Besides, out of state study tour training programme for progressive farmers of the state to make them acquainted with the advanced pisci culture activities being taken up in the neighboring states of the country are also constructed. The financial provision of Rs. 1250/- , Rs. 1100/- and Rs. 2000/- per trainees is kept for 15 days, 10 days and out of state study tour programme respectively. (5) Fishermen Co-operatives As per Government policy water bodies above 1 ha. to be leased out to co-operatives. Financial assistance to fishermen co-operatives in the form of loan and subsidy is provided under this scheme. Traditional fishermen are being benefited under M.P. fishermen co-operative society loan and subsidy rule 1972. Scheduled tribes, Scheduled castes and fishermen co-operatives are provided upto to a maximum of Rs. 25000/- in "three year assistance special programmes".Financial assistance to fisherman cooperatives are as follows:-

(6) Fish farmers development agency
Under the on going centrally sponsored "Development of fresh water aquaculture" scheme, fish farmers development agencies are functioning in 7 district of the state. There exist 7 FFDAs in the 7 erstwhile districts viz Raipur, Durg, Rajnandgoan, Bilaspur, Raigarh, Surguja and Baster. It is one of the most important production oriented programmes implemented through FFDAs. This agency provide a package of technical, financial and in the form of subsidy is given to fish farmer for construction of new ponds, reclaimation/renovation of ponds and tanks, inputs (fish seed, fertilizers, mannures etc.) for 1st year fish culture, integrated fish farming, fish seed hatchery, fish feed mills etc. Assistance is also given to progressive fish farmers as an incentive for raise to it further. The expenditure on developmental activities will be shared on 75:25 basis the Govt. of India and the state in respect of all aforesaid components.Development of Freshwater Aquaculture (FFDAs)-Ongoing Component

Subsidy @ 20% with a ceiling of Rs. 1.60 lakhs to entrepreneurs as one time grant. |

The above assistance under FFDA programme is available only once to a beneficiary.
Subsidy for the construction of new ponds and tanks, reclamation/renovation of ponds/tanks and first year inputs to an individual beneficiary up to 5 ha is available with or without institutional finance in the plain areas and 1.0 ha. in the hill States/Districts on pro-rata basis.
Expenditure on all the above items except sl. No. 8 (purchase of vehicle) to be shared on 75:25 basis by the Centre and States.

(7) Welfare programmes for Fishermen
The scheme has 3 components :-(a) Development of fishermen villages (DFV)
(b) Group accidental insurance scheme (GAI) for active fishermen.
(c) Saving cum relief (SCR) for fishermen
(a) Development of fishermen villages (DFV) :-
Under this component the eligible fishermen in inland and merine sector would be provided with basic civic amenities like houses drinking water and constructiion of community halls for fishermen villages. In each village with 10 to 100 housing units, upto 5 tube wells and one commonly hall can be constructed. One tube well is provided where the number of houses in village is more than 10. A hall is provided only in those villages where the number of houses is not less than 75. The scheme was revised during ninth plan and the cost of houses constructed under the scheme is now Rs. 40,000/- cost of tube wells is Rs. 30,000/- and the approved cost of community hall is Rs. 1.75 lakh. It is centrally sponsored "National schemes for welfare of fishermen" and funding pattern to be shared 50:50 basis between the Govt. of India and the state.
(B) Group accidental insurance (GAI) scheme for active fishermen :-
This is an ongoing centrally sponsored scheme. The objective of GAI is to provide insurance cover to fishermen is actively engaged in fishing. Active fishermen in the age bracket of 18-65 years. Member of fishermen co-operative societies and active individual fishermen are provided insurance cover free of cost. The annual insurance provision of Rs. 15/- per fishermen is shared by central and the state on 50:50 basis incase of permanent disability/accidental death the concerned get Rs. 50000/- as insurance claim and in case of partial disability the victim gets Rs. 25000/-. The share is sent to the "Fish COPFED" New Delhi which by adding equal amount of central share deposits. The insurance premium to the insurance company.
(c) Saving cum relief : -
The objective of this is to provide financial assistance to the fishermen during the lean fishing period i.e. close season, adopted in the state w.e.f. 16th June to 15th August every year. The rate of contribution by the fisher folk is Rs. 50/- per month for nine months. This contribution is matched by a contribution shared equally between the central and the State Govt. and the accumulated amount is distributed back to fishermen in three equal instalment @ 300/- per month. This is new programme.
